The United Nations nuclear watchdog has unanimously condemned Iran's nuclear program for two decades of covert activities but has not called on the Security Council to impose sanctions

The head of the International Atomic Energy Agency (IAEA), Mohamed ElBaradei, says he is pleased with a resolution from the agency's board that condemned Iran for past breaches of nuclear non-proliferation.

He also welcomed Iran's new openness.

"I'm very pleased with today's resolution. It strengthens our hand in fulfilling our task," Mr ElBaradei said.

"It is pretty clear that the board is sending a very serious and ominous message that failures in the future will not be tolerated and that the board will use all options available to it to deal with these failures," he said.

The text of the 35-nation IAEA resolution was a compromise between US calls to condemn Iran and Britain, France and Germany's demand that Iran be rewarded for cooperating with the IAEA since October.

US Secretary of State Colin Powell has said he is "very satisfied" with the resolution from the so-called Euro 3 which he said had sufficient teeth to punish any future Iranian violations of non-proliferation safeguards.

Iran hailed the resolution as an "achievement" for Tehran which proved it was not seeking to build nuclear weapons.

"This resolution was an achievement for Iran and proved that Iran has followed its peaceful nuclear activities with transparency and truthfulness and that despite all the fuss made by some arrogant circles, it was not trying to produce and obtain nuclear arms," Foreign Ministry spokesman Hamid Reza Asefi said in a statement faxed to Reuters.

Earlier, Iran's representative to the IAEA said Tehran would keep its promise and sign a protocol giving the UN body the right to conduct more intrusive, snap inspections of its atomic sites.

Ali Akbar Salehi was asked if Iran would sign the Additional Protocol to the Non-Proliferation Treaty (NPT) once the UN nuclear resolution was passed.

"Certainly we have committed ourselves to sign the Additional Protocol and that's what we are going to do," he told reporters.

Tehran denies it has any ambitions to develop nuclear arms.

Le conseil des gouverneurs de l'Agence internationale de l'énergie atomique (AIEA) a adopté, mercredi 26 novembre à Vienne, à l'unanimité des 35 pays-membres, une résolution qui demande à l'Iran de se plier intégralement aux obligations du traité de non-prolifération (TNP) et qui le menace de prendre de nouvelles initiatives à son encontre s'il manquait à cet engagement. L'approbation de ce texte met fin, pour l'instant, aux divergences qui existaient entre les Etats-Unis, désireux d'obtenir des sanctions contre Téhéran, et des Européens - notamment la France, le Royaume-Uni et l'Allemagne - soucieux de maintenir le contact avec l'Iran.

Dans sa résolution, l'AIEA constate "avec la plus grande inquiétude" que l'Iran a enrichi de l'uranium et séparé du plutonium "dans des installations non déclarées", et qu'il a existé dans le passé "un système de dissimulation ayant conduit à des manquements des obligations de sauvegarde" dont l'agence de Vienne est la garante.

Invoquant "l'importance d'une ratification rapide par l'Iran" du protocole additionnel au TNP, qui ouvre la voie à des inspections approfondies et inopinées et que Téhéran n'a pas encore signé, l'AIEA demande à son directeur général, Mohamed ElBaradei, de s'impliquer pour vérifier que "les informations données par l'Iran sur ses activités nucléaires, passées et présentes, sont correctes et complètes". "Si de nouveaux manquements iraniens devaient être découverts, ajoute l'AIEA, le Conseil des gouverneurs se réunirait immédiatement pour examiner, au vu des circonstances et sur avis du directeur général, toutes les options à sa disposition". L'une des options est que les infractions constatées seraient portées à la connaissance du Conseil de sécurité de l'ONU, qui prendrait d'éventuelles sanctions.

En Iran, Hassan Rohani, chargé du dossier nucléaire de son pays, considère que "les Etats-Unis n'ont atteint aucun de leurs objectifs" contre Téhéran et que, donc, "les relations avec l'AIEA se normalisent". Il a réaffirmé que l'Iran respectera ses engagements "dans le cadre de la clause de sauvegarde et du protocole additionnel" du TNP.

Kenneth Brill, ambassadeur américain auprès de l'AIEA, a estimé, pour sa part, que "le Conseil des gouverneurs a exprimé l'unité de la communauté internationale en rejetant la politique de négation, d'atermoiements et de tromperie de l'Iran, et a reconnu le comportement passé de non-respect du TNP" par Téhéran. Claire Buchan, porte-parole de la Maison Blanche, a indiqué que ce texte est "une résolution forte" et qu'"il n'y a aucun doute qu'il signifie une saisine de l'ONU en cas de nouveau manquement".
