Yes, and yes.
Mexicans and blacks are represented at all economic levels and in all branches of government, both elected and appointment. Immigrants to our country come here to work, not for welfare. Mexicans are usually integrated within 1 or 2 generations. One misconception about blacks is that they were slaves. In New York, 60% of blacks are immigrants from africa and the carribean - they are usually integrated within 1 or 2 generations as well.
As for the blacks who are direct descendants of slaves, that is different circumstance. There are endemic problems in that society which date from the 1860s and then the 1960s when the northern states provided welfare programs which gave them an incentive to come drom the south to the north and not work. They are now finally beginning to integrate after clinton adminstration (yes, it was clinton) agreed to eliminate the federal subsidy funding for these welfare programs.
