U.K. Seeks Extradition Treaty With Philippines to Curb Abuse

June 6 (Bloomberg) -- Britain is seeking an extradition treaty with the Philippines as charities raise concerns that traveling sex offenders are not being brought to justice for targeting children in the Southeast Asian nation.

``The possibility was raised during a visit to the Philippines,'' a spokeswoman for the Home Office said. Meg Munn, a U.K. foreign office minister, visited the country in late April, according to a spokesman for her office.

The U.K. government is seeking to crack down on sex tourism after high profile cases such as Paul Gadd, the 1970s Glam Rock icon who performed as Gary Glitter. Gadd, who denies wrongdoing, was convicted of sex offenses in Vietnam and remains in prison.

Around 70,000 British tourists visit the Philippines every year, the Foreign Office says on its Web site, citing the Philippines Ministry of Tourism. The Child Exploitation and Online Protection Centre, an independent U.K. agency that aims to eradicate the sexual abuse of children, said it has concerns about sex tourism in the Philippines.

``The Philippines has been a destination for traveling sex offenders,'' a spokeswoman for the center said, adding that U.K. authorities ``work very closely with law enforcers in that country and in others.''

There are no centrally collated figures on how many Britons are arrested or charged with sex offenses against children while traveling to the region.

Unsuccessful Attempt

Christine Beddoe, director of children's charity End Child Prostitution, Child Pornography and the Trafficking of Children for Sexual Purposes, which has campaigned against sex offenders traveling to the region, said that the government had tried unsuccessfully to secure an agreement with the Philippines between 1997 and 1999.

``We really welcome these bilateral agreements but need an ongoing effort to act on a political level and to bring offenders back to the U.K.,'' Beddoe said in an interview.

Mark Williams-Thomas, a former detective who served with Surrey police for 13 years and worked on criminal pedophilia, said police in Southeast Asia tend to ``turn a blind eye'' to offenders.

Children are ``openly on the street, plying their trade,'' he said in an interview. Few offenders face charges because ``the ability to influence the outcome of the criminal justice system is obvious.''

``There has to be a value in a treaty because it prevents people being outside the arm of the law,'' Williams-Thomas said.

Britons who travel abroad and commit a sexual crime can be prosecuted for that offense once they are back in the U.K. under legislation introduced in 2003.
