President Uribe’s Hidden Past

Colombia’s President Alvaro Uribe is, by his own admission, a man of the right. Unlike most recent Colombian presidents, Uribe is from the land-owning class. He inherited huge swathes of cattle ranching land from his father Alberto Uribe, who was subject to an extradition warrant to face drug trafficking charges in the United States until he was killed in 1983, allegedly by leftist Revolutionary Armed Forces of Colombia (FARC) guerrillas. Alvaro Uribe grew up with the children of Fabio Ochoa, three of who became leading players in Pablo Escobar’s Medellín cocaine cartel.
President Uribe’s credentials are impeccable. He was educated at Harvard and Oxford, is as sharp as a tack, and a very able bureaucrat. At the tender age of 26 he was elected mayor of Medellín, the second-largest city of Colombia. The city’s elite in the 1980s was rich, corrupt and nepotistic, and they loved the young Uribe. But the new mayor was removed from office after only three months by a central government embarrassed by his public ties to the drug mafia. Uribe was then made Director of Civil Aviation, where he used his mandate to issue pilots’ licenses to Pablo Escobar’s fleet of light aircraft, which routinely flew cocaine to the United States.
In 1995, Uribe became governor of the Antioquia department, of which Medellín is the capital. The region became the testing ground for the institutionalization of paramilitary forces that he has now made a key plank of his presidency. Government-sponsored peasant associations called Convivir’s were “special private security and vigilance services, designed to group the civilian population alongside the Armed Forces.”
Security forces and paramilitary groups enjoyed immunity from prosecution under Governor Uribe, and they used this immunity to launch a campaign of terror in AntioquiaThousands of people were murdered, “disappeared,” detained and driven out of the region. In the town of San Jose de Apartadó for example, three of the Convivir leaders were well-known paramilitaries and had been trained by the Colombian Army’s 17th Brigade. In 1998, representatives of more than 200 Convivir associations announced that they would unite with the paramilitary organization, the United Self-Defense Forces of Colombia (AUC), under its murderous leader Carlos Castaño.
When Uribe launched his campaign for president, the candidate’s paramilitary connections appeared to deter many journalists from examining the ties between drug gangs and the Uribe family. An exception was Noticias Uno, a current affairs program on the TV station Canal Uno. In April 2002, the program ran a series on alleged links between Uribe and the Medellín drug cartel. After the reports aired, unidentified men began calling the news station, threatening to kill the show’s producer Ignacio Gómez, director Daniel Coronell, and Coronell’s 3-year-old daughter, who was flown out of the country soon thereafter. Gómez was also forced to flee Colombia and is currently living in exile.
Noticias Uno told the story of how in 1997, the U.S. Drug Enforcement Administration (DEA) seized 50,000 kilos of potassium permanganate from a ship docked in San Francisco. Potassium permanganate is a chemical used in the production of cocaine. The cargo was on its way to Colombia to be delivered to a company called GMP Chemical Products. The owner of GMP was Pedro Moreno Villa GMP, Uribe’s presidential campaign manager. The chemicals seized were sufficient to produce $15 billion worth of cocaine. The DEA confirmed that GMP was Colombia’s biggest importer of potassium permanganate between 1994 and 1998, when Uribe was governor of Medellin and Moreno Villa was his chief of staff.
As the Presidential race intensified, journalists became increasingly concerned that media bosses were threatening their editorial independence. Two powerful business groups with ties to the political establishment own RCN and Caracol, the biggest television and radio networks in Colombia. Journalists’ concerns were further heightened when Uribe picked a member of the Santos family, which owns the country’s most influential daily newspaper, to be his vice-president.
Despite his links to paramilitaries and drug cartels, Uribe won the presidency. But to call Uribe’s victory a landslide—as many in and outside Colombia did—is a gross distortion of the facts. Uribe received 53 percent of the official vote, but only 25 percent of the electorate voted. Many urban and middle class Colombians, who have been largely sheltered from the civil war, were thoroughly disillusioned by the peace process of outgoing-President Andrés Pastrana, and backed hardliner Uribe. But the election was hardly a fair one.
Mapiripán is the site of one of the worst paramilitary massacres to date, yet many of the town’s residents voted for the “paramilitary” candidate, Uribe. Father Javier Giraldo of the Colombian human rights group Justicia y Paz was in Mapiripán on election day: “There was a great deal of fraud. There were paramilitaries in the voting booths. They destroyed a lot of ballots. This was denounced to the Ombudsman, but nothing happened.” Electoral fraud, widespread paramilitary threats—denounced by virtually all the other candidates during the election campaign—and the almost total decimation of the electoral left in the preceding decade all contributed to Uribe’s election victory.
Though Uribe has vowed that his “democratic security” platform will bring peace and security to all Colombians, statistics from the Trade Union School in Medellín show continued threats to trade unionists and human rights activists. The number of trade unionists killed in 2003 declined to a “mere” 90, suggesting that the paramilitaries were being reigned in a little. But the number of death threats issued were 20 percent higher, and death threats to trade unionists’ families were up by 30 percent. Police raids, mass detentions and forced “disappearances” are also all higher than the previous year.
Uribe is clamping down on the opposition, while sidling yet closer to the Republican White House in Washington. Uribe was the only South American leader to back President George W. Bush’s invasion of Iraq. At the time, he even went so far as to invite the United States to invade Colombia. Uribe hopes to double the size of the Colombian Armed Forces, and has asked the United States for more helicopters and greater involvement in areas such as intelligence gathering. Many in the Bush administration are keen to see the United States expand its multi-billion dollar military investment in “Plan Colombia.” U.S. Army Lt. Gen. James T. Hill, for example, recently told a Senate committee, “It would be a terrible loss if democracy failed in Colombia. You need to let me get on the ground.”
But before that happens, the United States is pushing for Uribe to reign in his illegal paramilitary allies. The peasant militias and million-strong informers’ network that Uribe has launched are evidence of the way in which the paramilitary strategy is being institutionalized. Under the “state of unrest” that Uribe decreed upon assuming the presidency, the police and army were granted the right to detain citizens on the slightest suspicion of supporting the guerrillas, without evidence or legal counsel, and to enter people’s homes without a warrant.
As Bush and Uribe have both said time and again, in the “war on terror” there can be no neutrals. President Uribe has branded those NGOs that do claim to occupy a non-partisan position on the armed conflict “political agitators in the service of terrorism, cowards who wrap themselves in the banner of human rights.” Only pro-government, anti-guerrilla NGOs are being left untouched.
Uribe’s strategy is to bring the war out into the open, to declare social organizations illegal, and to use the army and police against them directly, while holding “negotiations” with the paramilitaries. Given the murderous tactics that Uribe is prepared to resort to, it is easy to understand why trade unionists and human rights defenders are inclined to feel despondent. It also makes the unquestioning support being offered Uribe by the U.S. and British governments all the more immoral.

Face à la nauséabonde et abusive propagande faite par les médias et personnages du showbizness français en faveur des intérêts d'Ingrid Betancourt, une initiative citoyenne s'est mise en place pour lutter contre la désinformation dans cette affaire.

De famille bourgeoise et richissime, avec un père, qui fut ministre de l’Education, ambassadeur de Colombie à l’UNESCO et en France, l'avenir financier et social se présentait à la petite Ingrid sur un plateau d'argent. Après une jeunesse dorée passée dans de somptueux appartements de l'Avenue Foch, après des études de sciences politiques, épouse comblée d’un diplomate français en poste en Équateur, puis aux Seychelles, Mazette ! voilà, notre petite Ingrid arrivée à maturité qui commence à se forger comme tous bons bourgeois dignes de ce nom, une moralité charitable de tradition.

Quand d'autres se lancent, dans la récolte des pièces jaunes ( devant, marron derrière ) organisée par sainte Bernadette, la brave Ingrid, elle, choisit de se lancer en politique !

Elle dénonce alors le système colombien comme un système dans lequel la démocratie ne fonctionne pas. Elle s’attaques à la mafia qui gangrène la vie politique en colombie, se présente aux élections et propose de représenter un gouvernement plus propre, plus démocratique, un peu à l'image de ceux de nos pays occidentaux où les pots de vin affluent et où les caisses électorales remplies par les patrons sont, croit-elle, moins le signe de corruption que les magouilles en place actuellement en colombie.

Ingrid nous raconte ceci dans une interview faite par la journaliste Michèle Cédric dans son émission « Dites-moi » de la RtbF Bruxelles - 8 février 2002.

Ingrid disait : C’était à l'occasion d'une interview faite par la télévision colombienne, on me demande : « Oui, vous luttez contre la corruption, mais quels sont les corrompus en Colombie ? »
En général, les gens disent : « Il y en a beaucoup. » et ils prennent la tengeante.
Et là, moi, j’ai donné les noms de ceux qui, je pensais, étaient véritablement les plus corrompus.
L'interview est diffusé dans le journal d’informations à Bogota et cinq minutes après, le téléphone sonne et j’ai cet homme extraordinaire au téléphone – il s’appelle *******, c’est un industriel, un des hommes les plus respectables de la Colombie qui me dit : « Ingrid, je viens d’écouter ce que vous avez dit, je suis tout à fait avec vous. C’est très dangereux ! Mais je veux vous aider, qu’est-ce que je peux faire pour vous, avez-vous besoin d’argent ? »
-Oui, évidement, j’étais en pleine campagne, oui, j’ai besoin d’argent !
-Quelle est la somme dont vous avez besoin ?
Je lui donne une somme, j’ai même pas pensé et il m’a envoyé le chèque le lendemain
Et ça m’a beaucoup aidé pour la campagne !

Voilà un très bon exemple de donation désintéressée venant des caisses d'un « respectable » industriel colombien, qui de toutes évidences n'exploite pas ses ouvriers et serviteurs et ne cherche aucunement a trouver intérêt, en versant de jolies sommes sur les comptes d'un parti politique. Du moins, c'est comme cela que notre brave et incorruptible Ingrid interprète la chose.

Se plaçant ainsi du côté des « non corrompus » en finançant l'organisation incorruptible de service, ce « respectable » industriel a toutes les chances de survivre à un éventuel changement de système, passant de la corruption politique généralisée, à la réglementation politique de la corruption.

Pour ce qui est des déclarations d'Ingrid Betancourt concernant la paix, l'égalité, la liberté et l'écologie, elles ne dépassent pas les voeux pieux provenant du souverain gourou, pontife en principal du Vatican. Bref, Ingrid Betancourt se situe parmi les très nombreux personnages qui participent activement au maintien d'une politique bourgeoise, bien intentionnée, qui cherche à conserver les privilèges de l’élite du pays, et la paix seulement pour les nantis. ( Les miettes pour les autres )

Depuis plus de trois ans, la France est mobilisée pour obtenir la libération d’Ingrid Betancourt, mais ne s’est que récemment rappelée qu’une autre franco-colombienne, Aïda Duvaltier, 71 ans, est aussi détenue depuis 2001 par un groupe de guérilleros.

La famille de Aïda Duvaltier déclare ceci : « Nous avons tout essayé, de contacter les médias, les autorités, de distribuer des tracts avec la photo de maman, d’ouvrir une ligne gratuite pour avoir de ses nouvelles, d’implorer l’aide de différentes communautés, mais en vain. C’est un calvaire »

Depuis des années, les personnages politiques français qui se déplacent à Bogota pour demander la libération d’Ingrid Betancourt, oublient étrangement, toujours, cette triste affaire.

Quant a Betancourt, si il y a une telle mobilisation en France, ce n'est pas le fait de ses soi-disant positions d'écolo-bobo, sirupeuse de charité et pleine de bonnes volontés pour construire un avenir écologique et plus juste en colombie, ni au nom de l'amitié franco-colombienne, mais bien grace aux relations de sa famille. Les médias complaisants, voir aux ordres des élites des beaux quartiers, s'activent à manipuler l'ensemble de la société, en choisissant pour nous les personnes, pour qui il convient de se battre, et lesquelles méritent la liberté plus que d'autres. C'est écoeurant !

Moi j aimerais savoir si l'helicoptere constitue un mode de transport habituel des FARC...j ai un peu de mal a admettre qu'avec le quadrillage des satellites americains, des AWACS, des stations d'ecoute et toute la technologie deployee pour pister nos picaros, ils soient assez cons pour faire du bapteme de l'air en helico!!!!

Betancourt rescue in Colombia: Israeli connection

VIDEO - “I am unaware of a precedent to such a perfect mission. Maybe only the Israelis…their wonderful commandos may be reminiscent of the mission that took place here.” This is how kidnapped Colombian politician Ingrid Betancourt described the daring rescue operation that brought her back to her family.

Betancourt was released on Wednesday in a complicated military campaign involving months of planning. It came into affect without one shot being fired.

The rescue of Betancourt and 14 additional hostages was made possible after the army succeeded in entrapping the rebels holding them in custody and causing them to place Betancourt and the rest of the captives on an unidentifiable helicopter which was supposedly intended on bringing them to a different camp.

Betancourt’s reference to Israel’s military history is most likely not by chance. Last year, a group of Israeli military advisors, receiving approval from the Israeli Defense Ministry, resided in Colombia in order to assist the army there and especially the special units.

The Israeli consultation was focused mainly on intelligence issues, special operations and integration and coordination between different security elements. This was in order to prepare them for a coordinated and productive campaign within a short period of time.

The group was headed by Major-General (Res.) Israel Ziv, who served as the head of operations in the elite Sayeret Matkal unit up until four years ago.

Ziv and at least some of his men have already returned but it is likely that the consultation he gave to the Colombian security forces assisted them in attaining the list of successes they have been enduring lately against the FARC rebel organization.

It is estimated, that the Israeli advisors did not participate in the impressive mission. In discussions with those close to him, Ziv emphasized that while in Colombia, he punctiliously abstains from actually involving himself in Colombia’s military and security operations and is content with solely supplying them with advice.

However, there is no doubt that the Israeli counseling, especially in the realm of intelligence and that connected with the use of covert operational tactics, greatly assisted the Colombian security forces in improving their capabilities.

In the past year, the rebels suffered great blows including the killing of their organization’s second-in-command; an operation that led to a severe diplomatic crisis between Venezuela and Ecuador and the arrest of one of their leaders who turned herself in, to the army.

Following her arrest, FARC senior official, Nelly Avila Moreno even said that her organization is “on the brink of collapse.” How much of the success can be attributed to the Israeli advisers? That will remain a mystery.

USA : deux Français accusés d’escroquerie

Une Française, soupçconnée d’avoir avec son mari escroqué plus d’une centaine de français candidats à l’immigration vers les Etats-Unis, a été arrêté hier en Californie (ouest), a-t-on appris de source judiciaire.

Déborah Sion, 25 ans, a été placée en détention par les agents de l’immigration et des douanes américains un jour après que des plaintes eurent été déposées contre elle et son mari, ce dernier étant actuellement emprisonné en France pour un autre dossier de fraude.

Les enquêteurs affirment que Déborah Sion et son mari, Isaac Peres, ont mis en ligne de fausses annonces sur des sites internet comme craigslist.com et franceservice.com offrant à des Français des postes d’employés dans des restaurants et des casinos de Los Angeles et de Las Vegas.

Les annonces offraient aux candidats sélectionnés de l’aide pour obtenir un statut légal aux Etats-Unis, pour une somme comprise entre 1.500 et 2.700 euros.

Plusieurs chefs d’inculpation pourraient être retenues contre Déborah Sion et Isaac Peres, dont fraude et vol d’identité aggravé, ce qui pourrait leur valoir 57 ans de prison.
