A EU unified team would certainly get less medals in team sports like handball, football... where only one team per Olympic committee is allowed.
But this is balanced by other team sports where the team score is the sum of individual athletes performances (gymnastic, relays, horse riding...) In those sports, a unified team would get more medals, including more Gold medals.
For instance, a European relay in athletics or swimming would do better than any individual European relay team would.
