He has obviously been thoroughly searched and had his equipment taken off him, plus any weapons he may have had. A moron like you might not know that it's standard procedure to disarm captured enemy soldiers. He may of course equally have been an unarmed tank crewman, truck driver, or cook or whatever. Since the pic is unsourced, we have no way of knowing.
But a berk like you can use his (limited) imagination. I could dig out plenty of pics of US soldiers in German, Japanese or Italian custody looking even shittier than this, but I can't be bothered.
