Maybe this is obvious but...
That truck 'hailing snow' to Vancouver, is hauling cleared snow, away to be dumped, you know with the road gravel and other assorted shit mixed into it.
The venues where they will do the winter games that require a snow pack aren't in Vancouver, but in the surrounding resorts, way above Vancouver sea level, where they have just a nice fine level of packed snow.
